Policy engine evaluates risk, attestations, and thresholds. Produces ALLOW, DENY, or DEFER with structured reason codes.

Sign & Anchor
Decision record signed with Ed25519 asymmetric keys, hash-chained, and anchored to XRPL mainnet. Independently verifiable by any third party with the public key.
